Personality:
Cybil is...while I'm not saying she's entirely sane, but put in comparison to the rest of the Silent Hill characters Cybil can be considered a relatively sane individual with a good head on her shoulders. And while she suffered from trauma in the past (having both her parents been shot and murdered right before her eyes), rather than sit and stew in her misery like some might have, she had decided to make something of it and become a policewoman. This demonstrates a want to do better in the world, and thus proves that deep down inside, Cybil is a genuinely good person who really just wants to do her job and be a good cop. And hell, if she could help people out along the way, it's even better.

However, just because Cybil is a good person, does not mean she's a little miss goody-two-shoes. She may not see the world in a black-and-white manner, but she can be a bit judgmental at points, a longer, and a bit cynical and blunt. She can be described as skeptical, especially concerning the events of Silent Hill, where she practically refuses to believe and accept the strange activity going on around town. While she is capable of defending herself, and acknowledges how weird and strange everything is, she still doesn't really believe any of it. But despite her cynical and questioning side, she can place her trust in other people, and actually possesses a good judge of character. After all, she did give a gun to a stranger, Harry Mason, not knowing what he'd do with it, but she trusted him and probably saw a good head on his shoulders, and actually wanted to offer him protection. As a cop should though cops shouldn't be handing out guns willy nilly. Cybil also demonstrates a good sense of duty, keeping an eye out for Cheryl when all odds point to her possibly being dead after being lost in a dangerous town. She also never loses sight of her original intentions of looking into the town (seeing what was going wrong with Silent Hill's police), and is in constant attempted contact for reinforcements and help.

Cybil can also be considered a bit of a thrill seeker. While not entirely obvious, she is seen speeding alongside Harry's car during the opening, and though she probably has to right to speed due to her status of a cop, it sure as hell looked like she was having fun with it. And going back to that blunt statement in the previous paragraph, while I hesitate to call Cybil a bitch (because she isn't), she can sometimes be a bit rough around the edges and hard-assed at times. She's not built up to be a loving woman, but a hardworking dedicated woman, and she isn't going to pretend to be all nice and sweet when she doesn't have to be. She says what's on her mind, and can prove to be a bit intimidating at points. She also tries hard to keep up the image as the calm, collected police woman. Even if something is bothering her, she isn't one to go ahead and let it show. And while I did say she doesn't hide her actual thoughts and opinions on matters, she does hide her emotions when it is necessary. And in a town like Silent Hill, it's best that she keeps her emotions locked up and in check, because it definitely is a place that tests her sanity. But in the end, Cybil can be summed up as a caring, dedicated cop with a chip off her shoulder and a good heart.

Strengths/Weaknesses:

Level Headed Cybil has a good head on her shoulders, and as a cop she has a decent ability to keep herself calm, sane, and level headed in even the most tense of situations. Wandering around a town like Silent Hill could do a lot on a person's psyche, but Cybil has proved that it is possible to emerge relatively sane from such circumstances if she does end up making it out alive, at least. She doesn't snap, and easily keeps her cool.

Good Aim Considering guns aren't even allowed in this world, the fact that Cybil can fire a decent shot probably means nothing, but she knows how to handle dangerous weapons and objects without it backfiring on her.

Trained Body Being a cop sometimes means putting up with strenuous activity. While not an athlete, it can be assumed she received training that made her body fitter than the average woman, which means she doesn't get out of breath as easily. She isn't super woman, she's just a cop. But a well-trained cop nonetheless.

Dedicated Again, this goes with her being a cop and having the mindset of a cop. Cybil is very dedicated to the cause of protecting the innocents and keeping everything in check. She may not act like it, but she genuinely cares about the well-being and safety of others, especially when it comes to kids.

Cynical While cynicism isn't exactly a straight-up weakness, it is a slight character flaw. While it is helpful to be a bit of a cynic when you're a cop, for some things, cynicism isn't the greatest trait to have.

Just a woman Another weakness lies with the fact that Cybil is just a woman. A well-trained woman, but still just a woman. And I'm not saying it in the sexist manner, but I'm saying it in the circumstantial manner. She's not a superwoman, she doesn't have any uncommon attributes or special abilities that make her stand out from other cops, and while being human isn't a true flaw, considering the events she had to go to...it kind of is. She can't do backflips or leaps, and she can't withstand bullets or trauma to the head. She has all the weaknesses a healthy human being has, and that's it.

Minor character syndrome Again with the circumstances. Cybil, being a minor character in the game, is subjected to more 'distressing' situations that, while easy to avoid for main characters, are not easy to avoid for minor characters. She was easily knocked out and possessed, and is often out of the loop with specific things and just goes along with the ordeal.

Cop Simply by being a cop might make it hard for some characters to approach her or talk to her, due to many people's mixed feelings about the police and police-types. While she may not be wearing her uniform all the time, she still has an air about her that oozes cop-lady, and her intimidating nature (despite being a relatively friendly woman depending on the person) might hinder her abilities to make friends.

Loner She's independent, and due to her blunt nature she also has taken an inkling to being alone. And while a want to be by herself, and a want to do things by herself isn't a bad thing, sometimes partnerships are required and Cybil sometimes has difficulties with accepting partnerships. While she didn't have any problems helping Harry out, she tended to go her separate ways when wandering the town, which might not have been the best idea.

First Person Sample:
[Cybil's face appears on screen looking...well, calm and collected because she's a cop, gdit, shit isn't supposed to weird her out. Okay so she does look a bit skeptical to say the least.]

This is certainly no nightmare, that's for sure. But Pokémon? Waking up in another house when I wasn't even sleeping? I don't think I was asleep, at least. This is getting too bizarre.

The things in the bag I was given...I mean, it's nice having working communication and a radio that actually plays music, but none of my things are in there. My gun's gone, and I don't like the idea of not having my gun when there are [camera pans to a Houndour standing at attention. It looks just as stern as Cybil does. She shifts it back to her face.] these things following me around. It hasn't attacked me yet but forgive me for not trusting dogs that look like they came right from Hell. I've had a pretty rough experience when it comes to monsters.

Please, tell me...what the hell is going on? It's a step up from the fog and...damn, seeing actual residents around sure as hell is nice but I'm convinced this is a dream and...[a sigh, she shakes her head and runs a hand through her short blond hair] I honestly don't know what to make of what's going on anymore. With this place, with Silent Hill and that crazy woman and...

[a pause, and she eyes something off-camera (her Houndour)]

I might as well relay this information while I'm at it [because he just won't shut the fuck up about it] but if anyone has seen a 7-year-old girl with short black hair...please let me know. I've been told to keep an eye out for her. I don't think she'll be here, but from what I've seen I wouldn't put the possibility beyond me. She answers to Cheryl, and her father's wandering through hell looking for her. Speaking of; Harry, if you're somehow here too, please contact me as soon as possible

...and I...think that's it. Guess I'll just...wait and see if anyone responds and until then I'll be walking around this...'New Bark Town' asking the residents pretty much the same things I've just asked. Doubt I'll get any straight answers.

Third Person Sample:
This world...it was too difficult to believe it actually existed. It had to have been a dream...it had to have been. She had just been getting used to the idea of monsters back home, where bizarre events like the happenings of Silent Hill were one in a million, and now she wakes up here and is being told that this is reality, and that these monsters have always been around and not all of them are going to hurt you. Hell, if anything they'll be your partners in this world, and Cybil hadn't had a partner since her earlier days of being a cop.

But here she was, wandering around an unfamiliar town with some kind of hellish dog trailing at her feet, tail wagging, as though to expect praise for something. The truth was, Cybil was a dog person. She liked the German Shepherds back at headquarters, she even had a puppy growing up. But this dog...this dog that was hot to touch and demonic to look at, was not the kind of dog she'd tie herself to. And yet everyone else seemed relatively comfortable with their..."Pokemon" (as they're apparently called in this mixed-up world). She just couldn't bring herself to like the creature after fending off similar-looking dogs back in SIlent Hill. The fact that this one had fur and breathed fire didn't really make a different, she found it difficult to accept a partnership with a creature that looked about as friendly as a venus fly trap.

And yet it continued to look for her praise, even after she shirked off its friendship.

The creature, a Houndour, it was apparently called, butted its head against her shin, causing Cybil's heart to jump in her throat, but she keeps a steely appearance and looks down towards her leg. The beast plops itself on the ground and wags its tiny tail, tilting a head to its side. There's a sigh, and Cybil crouches down to its level, preparing for a sudden attack in case this thing turns on her. But no attack comes, and instead there's a whine. Cybil's mouth is a clear-cut line, unamused and skeptical, but the creature is persistent and butts its head against her hand this time, demanding some form of physical contact and attention. Or maybe it just wanted to get a move on out of this town.

Like she'd be taking orders from a dog. However, maybe it was right...not that she was pretending to understand the creature or anything, but maybe it was time to get a move out of this town and head towards the next. If Harry was here, it would be in her best interest to find him and try to figure out a way back, though there really was no rush to return to that awful, hellish town. And if Cheryl was here...well, even more of a reason to head back.

The Houndour whines and licks her fingers, tail slowly wagging now and cocks its head to the other side now, and for some reason Cybil finds a smirk crawling across her face. She absentmindedly and habitually rubs the Houndour behind the ear for a second, briefly forgetting her cynicism and unwillingness of the manner, and with a slight grunt she rises.

Okay, so maybe having an animal partner might not be that bad. So long as this dog doesn't show any signs of the "dogs" back in Silent Hill, she might be willing to let this work.
